Jeff grew up in West Salem WI and upon graduation he joined the United States Air Force. He attended flight training school and became an in-flight refueling specialist on board the KC/EC-135 model aircraft. Jeff retired from the Air Force in 1995 as a senior flight evaluator at the 28th BMW at Ellsworth AFB.

Jeff and his wife were owners of Kids Kastle Inc. childcare and child development centers located in Rapid City for over 25 years. Jeff received his Bachelor of Science degree from Black Hills State University, majoring in History with a minor in Political Science. Jeff served 10 years as a State Senator and a State Representative, representing District 35 in Rapid City. In March of 2014 he went to work for the State of South Dakota as a Business Development Representative in the Governor’s Office of Economic Development with a targeted industry focus of Oil, Gas and Energy as well as other businesses in his region. In November of 2018 he resigned the position from the State and is now serving as the Executive Director of the Economic Development Division of Elevate.
